How to handle dishonesty and cheating?

The last few races I have participated in I have noticed a couple people cheating. Not just drafting or cutting a corner but full-blown cheating. Examples: Yesterday I did a sprint and I noticed a guy in my age group start in the swimming wave before his intended one, thus giving him a 5 minute bonus on his swim time. He placed in the top 3, without that 5 minutes he would have been behind me by 2 minutes. Another example, yesterday I noticed a guy deliberately cut across about 25% of the course and sprint across the finish line just before me when he started several minutes behind me. Again he finished ahead of me. I don;t want to be a tattle-tail but it just frustrates the living crap out of me that someone would actually do something like that. I work so hard and have overcome so much to compete. I guess I should just try and ignore it, it just bothers me a great deal. Any ideas? Thoughts? When is it appropriate to talk to the race directors? Am I out of line
for complaining?
