A weird question for y'all: Is it possible to focus on form and NOT run faster?

Here's why I'm asking: I've been working with my PT to resolve some pretty serious form issues that gave me a lot of physical problems in my last training cycle. I've been working on my core and trying to not thrash my legs around like eggbeaters when I walk and run.

The good news is that it's working (I can sit again, and walking and running feels easier and smoother), but I'm having a devil of a time when I try to run a slower-paced aerobic run. I have to concentrate on what my body is doing to do it right, and whenever I do, I speed up. You think that'd be a good thing, but it puts my HR up in the 160s — much higher than it should for an 'easy' run.
