running strategy….speed or distance?

After being off for a year and a half from any type of consistent training…my stories at www.azendurance.com if interested…I have been back traing the last couple months to start doing tris and adventure races, and for some reason I paid my registration for the 09 Ironman Arizona. I am running 3 days a week. My hip flxors and range of motion arent at all what they used to be, I used to feel like I was gliding when I ran. Now I feel like Im carrying weights on my legs, from my hips to my knees they are very heavy. I am trying to get my rythym back, and Im working hard on flexibility and range of motion. My question is…I am currently only running 2.5 miles at a time at a 7 mph hour avg. I started out at 2 miles and 6 mph. Is it better to get my body used to the speed and then add distance, or should I slow down some and get the distance first and then pick up the pace? My cardio is fine, I just feel heavy and tired when I run in my legs. Why is it so much harder, grrrrr.
