trouble running

I have been running a fair amount, for me, 15-18 miles a week, since my last tri. I decided to start training for a half marathon the other day. I am starting to have a serious problem with what I can only assume to be p/f. It seems to get worse when I try and up the intensity or mileage. I can seem to space my workouts far enough apart with distance runs and tempo runs where my feet feel fine with a day or more rest in between runs. I am kinda bummed at how bad my heels hurt, and limiting my runs. Should I stop all together for awhile and look into some orthotics? or just limit my runs to what I can do? I am kinda concerned about heel spurs developing as well, anyone have any insight on the chance of that happening? I have tried ice and rolling cold pop cans under my feet, hasn’t really helped. I know there have been other posts about this but curious to see how those people have dealt with it.
