hr: run vs. bike

I recently have started training using HR zones and a HR monitor. I am using the Be Iron Fit book and plan. The HR zones for running seem to be a good fit for me, I am in the low to mid 150’s while running which easily puts me into the required Zone 2.
My biking zones seem way skewed though. For example I just did an hour ride. My HR average was 92 and my HR max was 102, and I averaged just under 20mph. This is typical of my recent bike rides. I can’t seem to get my heart rate up on the bike.
I am not saying that this is a terrible thing but rather was wondering if anyone else have such a big discrepancy between their running and biking HR’s?
