tempo run?

I have never quite understood a tempo run. I have heard many different explanations from many different people. I have always thought of it as (for example) warm up for a mile, run 3 tempo – meaning at 10k pace – and cool down for a mile. Can anyone clarify this for me? My workout for tomorrow is: Run 3 Tempo, Build Pace Each Mile 75-80%. Explain? Clyde, maybe you can jump in :)
